Sara Kelsall
Biography
Sara began her legal career by working as a paralegal for a law firm in Liverpool within their Community Care Team where she began to develop her experience in the area of community care matters (to include Judicial Reviews) and the area of Deprivation of Liberty, Mental Capacity and best interests under the Mental Capacity Act 2005. Alongside this Sara undertook the Legal Practice Course part-time and completed her training contract at this same firm, qualifying as a solicitor in March 2012. Sara was employed at this law firm for 18 years before joining the team at Stephensons in July 2026.
Sara is experienced in complex health and welfare matters under the Mental Capacity Act 2005 in respect of disputes to an individual’s mental capacity, deprivation of liberty challenges, and issues arising from best interests decisions taken on behalf of a vulnerable individual including but not limited to decisions to residence, care, contact, terminating tenancy agreements, use of the internet and social media and sexual relations. Sara is accredited as an Accredited Legal Representative (ALR) in Mental Capacity (Welfare) and has experience of receiving instructions on behalf of ‘P’ via litigation friends, advocates or Relevant Person’s Representatives, family members and The Official Solicitor.
Sara also undertakes work in the area of Community Care and is a legal aid supervisor. Work in the area of community care on cases has involved obtaining/challenging assessments under The Care Act 2014, where there has been a reduction in support or where the care provision is inadequate, unsuitable placements, hospital discharge decisions (such as concerns regarding the destination of discharge or the suitability of care to facilitate a discharge), safeguarding issues, s117 mental health act aftercare, age assessments and local authority duties/services to children with a physical and/or mental health disability.
Sara has a keen interest in assisting vulnerable children and adults.
In her free time Sara enjoys spending time with friends and family, walking (particularly in her homeland of Wales) and reading.
