Harley McAteer
Harley is a Graduate Paralegal in the regulatory department. He joined Stephensons in January 2025, shortly after completing his Postgraduate degree in Law, Medicine, and Healthcare at the University of Liverpool. He is currently studying for the Solicitors Qualifying Examinations (SQE).
Harley assists Solicitors and Partners in the representation of individual professionals and business across the following areas:

Harley has assisted on the following recent cases:
Firearm and Shotgun Certificate Appeal: prepared detailed representations for a client who had received a revocation notice by his local firearms licensing department. Following representations highlighting the client’s remedial actions, the police agreed to withdraw their notice and accept the client’s appeal.
Disclosure and Barring Service (DBS) representations: Successfully opposed a proposed barring order by highlighting the client’s positive regulatory history, insight and reflection, as well as positive references resulting in the DBS decision there was no risk and taking no action.
Care Quality Commission (CQC) Factual Accuracy Challenge: Our client was a well-known domiciliary care provider who sought to challenge the accuracy of the findings produced in a CQC draft inspection report. Following detailed representations, the CQC decided to revise the entirety of their report in favour of our client.
