Molly McMurtry
Molly is a Solicitor in the regulatory department, specialising in professional discipline, health and social care regulation and regulatory defence.
Molly has an upper second-class honours degree in Law from Lancaster University and a master’s degree from The University of Law. Molly joined Stephensons in September 2021 as a Graduate Paralegal and later completed her studies for the Solicitors Qualifying Examinations (SQE) part-time before qualifying as a solicitor in October 2025.
Ofsted, CQC and CIW regulation
Molly supports registered providers and managers facing enforcement action by the Office for Standards in Education, Children’s Services and Skills (Ofsted), the Care Quality Commission (CQC) and Care Inspectorate Wales (CIW), including:
- Challenging inspection reports and ratings/gradings
- Drafting complaints and requests for internal review
- Preparing representations in response to notices of intention/proposal to refuse, cancel, or impose/vary conditions of registration
- Appealing suspension notices, notices imposing or varying conditions, restriction of accommodation notices and cancellation notices to the First-tier Tribunal
- Advising on criminal investigations

Professional discipline
Molly advises a wide range of professionals across multiple sectors in matters involving their regulators. She supports clients through fitness to practise proceedings from the initial referral and investigation stages, interim order hearings, and final fitness to practise panel hearings, through to sanction reviews. Molly also advises on registration proceedings and appeals.
