Caitlin Taylor

Apprentice Solicitor

Caitlin is an Apprentice Solicitor in the regulatory department, assisting the Partners and Solicitors in the representation of individuals and businesses across a range of regulatory areas including professional discipline, CQC and Ofsted regulation, inquests and regulatory defence.

Caitlin joined Stephensons in June 2024 as a Graduate Paralegal, shortly after completing her undergraduate studies at the University of Exeter, where she achieved an upper second-class honours degree in Law. In February 2025, Caitlin began her Solicitor Apprenticeship and is currently studying for the Solicitors Qualifying Examination (SQE) on a part-time basis.

Caitlin has assisted on a number of notable cases, including:

  • Nursing and Midwifery Council (NMC) referral: Prepared detailed representations addressing allegations and evidencing insight and remediation. The NMC accepted these submissions and closed the case with no further action.
  • Disclosure and Barring Service (DBS) representations: Successfully opposed a proposed barring order by demonstrating the client’s positive regulatory history, accountability, and learning. The DBS concluded there was no ongoing risk and took no further action.
  • NMC Interim Orders (Richmond v NMC): Assisted Laura Hannah in this landmark High Court case, which addressed the fairness of interim order conditions and emphasised the importance of evidence-based decision-making in regulatory proceedings.
  • Solicitors Regulation Authority (SRA) investigation: Supported a complex investigation into a number of law firms by conducting detailed file reviews and preparing a forensic report to assist the SRA in considering potential misconduct.
  • Firearms licence revocation appeal: Assisted in successfully appealing a police decision to revoke a firearms licence, resulting in the decision being overturned due to evidential deficiencies and the absence of a public safety risk.
  • CQC Notice of Decision to Cancel Registration: Assisted a large care provider in appealing a Notice of Decision to cancel its registration following concerns regarding service safety and safeguarding. Prepared and submitted detailed evidence in accordance with tribunal directions, which resulted in the CQC re-inspecting the service and ultimately withdrawing its enforcement action.
  • Ofsted Notice of Intention to Cancel Registration: Acted for a children’s home provider in appealing a Notice of Intention to cancel registration, following concerns relating to the Responsible Individual and Registered Manager. Liaised with Ofsted regarding the concerns and improvements made; following re-inspection, Ofsted withdrew its enforcement action and did not proceed with the appeal.

Caitlin approaches her work with diligence and a strong focus on achieving the best possible outcome for clients. She takes a thoughtful and strategic approach, carefully exploring all available options, whether that involves pursuing an appeal or protecting a client’s position pending further disclosure. She is known for her attentive and supportive manner and is committed to delivering positive results.

Caitlin is a member of the Manchester Young Solicitors Group (MYSG) and regularly attends events and engages with other professionals in the regulatory field.
