What is a judicial review?
The courts can look at the decision and say whether it has been made in the correct way. A judge can direct the decision maker looks at the issue again. You have to be sufficiently affected by a decision to seek the remedy. Judicial review can only be used against a state body, although this is a defined quite widely
 
Do I need to complain to the police?
The Independent Police Complaints Commission (IPCC) are an independent body who deal with police complaints. It may be worthwhile asking them to investigate the issues first as this can save time and money. If you are seeking legal aid it is likely that you will be required to run an IPCC complaint first.
